This document sets out briefly and summary, with which model and which lines of the initiative intend to continue to be updated, revised and correct the draft liberal reforms. The general idea is to build within the PDL is not the place of identity and political representation of liberal activism, but a tool of business proposals and compete based on analysis, activities and provocations liberals. RL want to work for a modern Italian right, secular and liberal reformer, able to respond effectively, innovation and creativity to the challenges of the contemporary world on institutional issues, social, economic, political and international bio-political.
the newly formed unit of the center-right - the People of Freedom - where voters have entrusted the government of the country, it is a big responsibility: to reorganize, in political terms, and rework, in ideal conditions, the forms and contents of a great liberal and moderate party. Such a party is now a prerequisite for restoring the right momentum for the Italian look with confidence to the future and the future of Italy. Together with similar bodies, RL wants to participate effectively to the planning phase of the new political subject, to define the profile, priorities and boundaries and political ideals of the Italian center-right, liberal and popular within the European family. The constitutional process of the PDL is not defined in its direction nor its consolidated background characters. In contrast, involves and feeds the competition and the "conflict" between the different ideas that can inspire the actions of policy.

Ad analoghe esigenze di responsabilità ed efficienza – e ad analoghi obiettivi di riforma – occorre ispirare la modifica dell’assetto istituzionale e delle regole di funzionamento dell’amministrazione public. RL reserves to foreign policy, defense and security. Two decades after the end of the Cold War have mushroomed fronts of "hot war" who see the West and Europe exposed and engaged in the defense of civil liberties, human rights and the institutions of political democracy. The West can no longer defend their civil and political freedom without promoting the roots where it is denied by regimes who feel mortally threatened. RL will reflect on this "conviction", which together constitute the mission of international politics and the constraint of a Western democracy.
The state of global relations today is dominated, in terms analysis and proposed political and economic, by reflection on the nature and development of the process of "globalization", where the word defines the interaction and the gradual integration of the different parts of the world on the social, economic, cultural and institutional. Without any form of enthusiasm and fanaticism, we recognize the benefits caused or made possible by a similar state of affairs: the inclusion in the "affluent society" of billions of people, the progressive opening of entire civil and economic regions of the world, the more opportunities for our consumers and expansion of markets for our businesses. To accompany all this cost can be heavy, concentrated in alcuni specifici ambiti sociali e in determinati settori della nostra economia. In un tale contesto, rischioso, ricco di opportunità e – per molti versi – inevitabile, RL crede che il compito dei liberali al governo sia, anche dal punto di vista economico, quello di orientare le scelte pubbliche alla ricerca di soluzioni non difensive, ma “sfidanti”, promuovendo la promozione costante dell’innovazione economica e tecnologica per il sistema produttivo come risposta alla concorrenza internazionale e l’orientamento del sistema di welfare e della formazione alle mutate condizioni del lavoro e dell’impresa.
RL indirizza inoltre la propria attività verso la riflessione teorica e politica sulle sfide ethical and cultural considerations in the contemporary world from a diverse variety of topics (the bio-politics, immigration, the evolution of techno-science, the changing patterns of social relations ...) that engage and contribute to turning (so problematic but not necessarily "threatening") the identity of society and culture of the West. On each of these issues, our belief is that the relationship between tradition and innovation need to develop in terms of comparison and competition of ideas, and should exclude use "obstructionist" of the legislation, to defend a great traditionalist.
to inform l’azione di RL è la consapevolezza che le istituzioni statuali non possano conformare la propria azione a specifici dettami religiosi, pena il venir meno di un fondamento delle democrazie contemporanee, vale a dire l’ « universale » liberale. Come deve rimanere centrale il contrasto allo statalismo economico sociale, così va evitato il rischio di deriva verso un altrettanto pernicioso statalismo etico, quale ne siano le ispirazioni. Un confronto aperto e virtuoso tra la visione cattolica e quella liberale non può risolversi nella richiesta di un unanime riconoscimento della supremazia della prima sulla seconda. Questa impostazione è coerente non solo – come è naturale – con il rispetto per ogni credo, in a context of religious pluralism, but also with the idea that religious organizations can help - by giving public expression to their convictions - to the debate of ideas and therefore to the formation of "opinions" engaged in public political and social life.
RL will articulate its own initiative in five areas of analysis and activities:
1) parties and the State (institutional reform and public administration, organization and functioning of party systems, communication and political participation);
2) resources, economy and market (public finance, welfare, taxation, deregulation, development policies, energy e ambiente);
3) Diritto e giustizia (amministrazione giudiziaria, pene e diritti);
4) Il mondo e noi (politica estera e internazionale, immigrazione, globalizzazione, identità, diritti umani);
5) Bio-politica (la famiglia, la vita, la morte, la scienza e il futuro, attraverso la “lente” della politica).
Ciò comporterà, nel concreto, per fare pochi esempi, partecipare attivamente alla discussione e al confronto sulla legge elettorale e sul federalismo; sul quoziente familiare, sulle liberalizzazioni, sul sindacato e sul nucleare; sulle riforma necessaria dell’ordine giudiziario e sulle pene; sulle choices of international politics and policies of immigration and immigrants, on euthanasia, gay couples, stem cells and artificial insemination.
RL With its business plans to participate and connect in their cultural, political, programmatic and organizational process of forming the new party center-right and the definition of its policies. A "polarity" is not defined by the identity of those who participate in it, but by anchoring the freedom of the individual and the market.
The model is the foundation that involves the largest possible number of people and personalities and that means with "persons" di analisi, proposta, iniziativa e comunicazione abbia l’obiettivo di garantire una “polarità liberale” aperta, originale e competitiva nella discussione culturale e politica del PDL.
